LPA Board Meeting September 2025

September 16, 2025 LPA Board Meeting – Community House 5:00 – 5:51 pm

Pledge of Allegiance

Roll Call — Present: Jen Daly McFadden, Sam Orr, Steven Dodd, Rosanne O’Hara, Nancy Walker, Bill Gibson, Bryan Bentz and Peggy Roberts

Absent: Paul Dzurec

Minutes: Steven moved to accept the minutes of the August board meeting. Sam seconded.  Minutes approved with addition of Paul Dzurec’s last named in the motions regarding executive session to eliminate confusion of two Pauls.

President’s Report: Our lawyer’s firm has been acquired and will now go by a new name. Bill said he has not been getting invoices since the change. Jen will straighten this out.

The address numbers have been put up on the Community House. 29 Ashworth.

Annie LaMarche will take over running The Chatterbox next year.

The property owner at 41 Langworthy has agreed to take care of his overgrown yard. He explained he has been ill.

Jon and Joan Dodd have agreed the Pollinator Garden will become a LP committee and they will notify their committee members to get their agreement. They will get back to the LP board once this discussion has happened.

Karen Barthelson is continuing to pursue the removal of the broken utility pole on James Street. Thank you!

Clerk Report: No report.

Treasurer Report: The board continued to discuss how fundraising should be classified in financial reporting. Active fundraising is a relatively new area of focus for the board and has not traditionally had a separate line. We will make a decision soon.

The board also discussed legal costs.

Another $18,000 in LPA taxes came in from town collections.

Standing Committee Reports

Docks: Floating docks will be coming out in early October. The committee has not yet decided on a swimming platform replacement at James Street.

Roads: No committee report. Sam met with Bartlett Tree Service regarding the tree on LPA property on Oak Street. The tree contractor recommended the healthy tree not be cut and the board agreed. Thanks again, Sam.

Beaches: No report.

Nominating: No report.

Recreation: No report.

Property: No report.

Community House: No report.

Insurance: No report.

Fire: No report.

Special Committees

Garden Club: No report.

Website: No report.

Coastal Resilience: No report.

Unfinished business:

A memo addressing the status of the Pollinator Garden and its governance will be drafted.

James/Oak Street wall: The survey map for this project is nearly complete and we should have it very soon. The new project manager is Jim Wickham.

There is caution tape posted over the section of this wall that has broken.

Legal update: There has been no response to our settlement proposal to the owner of 73 Langworthy. September 17 is the deadline. If there is no agreement, we proceed to trial in December.

New Business:

There are signs posted on White Beach at 14 Oak Street, that may be misleading to LPA residents who walk along the shore. The beach is privately owned to the high-water mark only. Members of the public may use/walk outside this line (toward the water). LPA may post clarifying signage in the future.

It appears pesticide was sprayed Aug 22, at that property. We know of no notice given to LPA, which owns the abutting road, as legally required. We will look into this.

Rosanne reported that the shrubs at the entrance of Pebble Beach access need to be trimmed.

Nancy suggested someone be designated to care for maintenance of the tennis and basketball courts. There are some small cracks appearing on the basketball court already. Nancy will email the contractor we used to redo it this summer to see if they will fix these cracks.

The board will ask Bob Maurice to take on the court maintenance

Steven moved that dogs not be allowed on the tennis and basketball courts at any time during the year. Bill seconded. Motion passed.

The board is looking for space to create a dog park.

Steven moved to adjourn, Rosanne seconded. Motion passed at 5:51 pm.
