October 21, 2025 LPA Board Meeting – Community House 5:00 – 6:00 pm
Pledge of Allegiance
Roll Call — Present: Jen Daly McFadden, Sam Orr, Steven Dodd, Nancy Walker, Bill Gibson, Paul Dzurec and Peggy Roberts
Absent: Rosanne O’Hara and Bryan Bentz.
Minutes: Nancy moved to accept the minutes without changes. Steven seconded. Motion passed.
Presidents Report: Jen thanked the historical committee members Edie Morren, Martha Murphy and Jim O’Boyle for their efforts with the archives in the records room.
Seaweed gatherers were again on Lord’s Point property without permission. We are still unsure about whether a permit is required but these people are crossing LP private property to get to the seaweed. Do we have any liability when this occurs? All this needs clarification.
Concerns were raised about the pesticide/herbicide spraying on one owners property. Shouldn’t we have been notified? How long does a permit last? Peggy said she would get some info from DEEP.
A James Street seawall sign is under way.
The Coast Guard is again pushing to get rid of buoys along the Connecticut coastline. The board agreed this is dangerous to boaters and fishermen outside Stonington Harbor. What happens if someone has no GPS or if the GPS fails? A boat that misses the channel ends up on the rocks. LPA members are urged to voice opposition to this.
Clerk Report: No report.
Treasurer Report: Reports were shared before the meeting. All fine.
Standing Committee Reports
Docks: Floating docks were taken out early due to a storm threat. The committee will assess the catwalk on the north side of Boulder Dock to see if it needs repair/ replacement. DOCKO may do the job.
Roads: Aggregate is needed at the approach to Langworthy Dock. We have had trouble finding someone to do this job. Steven will ask TC if he has a contact.
Beaches: No report.
Nominating: No report.
Recreation: Halloween Bingo is this week. The Community House decor is very scary! The water will be turned off after this event. The only other winter events planned as the tree lighting and the cookie swap. No holiday craft festival this year. It’s too cold in the Community House. We really need to make a decision on the HVAC system.
The cracks on the basketball court are being repaired.
Property: TC will take care of the leaves and cut the tall grasses after Thanksgiving. He will also get rid of fallen limbs from the storm. There is need to pave an area in the Community House lot and to put up a handrail on the ramp. The fence on the playing field is decaying and will soon need replacement. There was discussion about whether to use a more durable material on a new fence.
There was discussion about whether to move the horseshoe pit to where the bocce ball court was, or perhaps make it shuffleboard.
There was also discussion about the need to revive the part-time job for a teen to do some of this work. We need a job description.
Community House: The embellished street number sign on the Community House was put up without notice and will be removed. Property owners should be advised not to take these things upon themselves without discussing with the board.
Insurance: Our insurance reserve is contained in the General Fund Reserve.
Fire: No report.
Garden Club: No report.
Website: No report.
Pollinator Garden: An agreement on the status of the PG as an LPA committee, not a free-standing group, has been drafted and agreed by land donors/chairs Joan and Jon Dodd.
Paul moved to accept the language in the agreement making the Pollinator Garden a standing committee of Lord’s Point. Steven seconded. All in favor. Motion passed.
Coastal Resilience: No report.
Unfinished business:
Legal update. The owner at 73 Langworthy Ave. refused the board’s settlement offer. The case is going to trial.
Nothing new on James Street wall yet.
The blight complaint from last meeting is moot. The property has been cleaned up.
New Business:
A decision on the HVAC system will be made in January.
Our next meeting November 19th will be held at Steven’s home.
Sam moved to adjourn, Paul seconded. Motion passed 6:00 pm.
Respectfully submitted,
Peggy Roberts
