LPA Board Meeting July 2025

July 15, 2025 – LPA Board Meeting – Community House   5:00 – 6:38 pm

Pledge of Allegiance

Roll Call — Present: Jen Daly McFadden, Sam Orr, Steven Dodd, Rosanne O’Hara, Nancy Walker, Bill Gibson, Bryan Bentz, Paul Dzurec.

Absent: Peggy Roberts

There were 4 guests including Joan Dodd, Ashley Shawyer, Ruth Dzurec, Robert O’Hara.  

Minutes: Sam moved to accept the minutes of the June 30 board meeting. Roseann seconded.  Minutes approved without changes.

Presidents Report: Our attorney, Tim Bleasdale ‘s father passed away.  Jen will acknowledge on behalf of Lord’s Point.

A few residents have spoken to non-residents advising that our beaches are private. The Board should remain vigilant and advise of any issues.  One solution suggested is to designate a Constable.   

Block Party – 133 tickets sold to date.  Recognition of the dock committee members will be held off to possibly the bluefish tournament.

A resident from Joy Ave made a formal complaint about the fireworks on the 4th of July leaving ashes on his boat and others at Boulder Dock.  The board will remind residents that fireworks are not permitted on Lord’s Point.

Jen reached out to the owner of 49 Langworthy regarding the overgrown yard and possible fire hazard.  She advised the owner that LPA has an ordinance regarding maintenance of property.

Record room – thanks for the work being done.  Minutes and Financials should be maintained in the record room.

Resident informed LPA of intention to build on Wolcott Lot #9 and said that Stonington Building department advised the resident that it was an LPA road and they should check with LPA. Further discussion needed as resident should be going to Stonington Planning & Zoning and could possibly be wetlands.

Chatterbox – Marina Lewandowski is resigning at the end of this summer so we are looking for someone to take over the Chatterbox publication.

Clerk Report: N/A

Treasurer Report: Fiscal year ended June 30.  New fiscal year, insurance and taxes were paid.  Quickbooks was renewed. Donation of $150 received from Kevin Sisson of Mystic and will be acknowledged.  Board agreed need to review recording capital expenses and non-recurring expenses and revenues/donations to provide a clearer picture of financials.

Regular Order of Business suspended.  Motion made by Rosanne and seconded by Sam. Motion passed.

Pollinator Garden – Joan Dodd and Ashley Shawyer represented the Pollinator Garden.  Joan advised that she has taken the lead.  Ashley Shawyer is handling monies.  There is a steering committee of six that are reviewing potential plans for this donated land to Lord’s Point.  Noted that the garden is only a part of the donated land, there were 4 lots donated.  Discussion of whether funds should be directed to Lord’s Point Association with a note for the Pollinator Garden vs the established personal checking account (holding $471).  For budget it would appear under Property Maintenance.  Ruth mentioned that the Recreation budget paid for the teen worker at the recent rock painting event.  Board needs to re-visit but advised for Block Party to please have checks written to LPA and noted for Pollinator Garden.

Standing Committee Reports

Docks: Repairs made to the end of Boulder.  Dockmaster will address time on Langworthy Dock to the resident who has been leaving boat there beyond limits.

Roads: Difficult to obtain quotes for Langworthy as it is a small job for a contractor. Plan is to tear up left side and fill with stones then concrete and asphalt with a curb. 

Beaches: Paul recommended obtaining a floating Lily pad 8×12 for James St beach since the floating dock was removed.  It would be put out for the season.  Estimated cost $500-$1000.  Steven will review.  A few comments on the decision to remove the garbage receptacles around Lord’s Point for this year.  Residents are responsible for their garbage at the beaches.  It was heard that Stonington may fine if recycle and garbage are mixed based on newer technology available.   

Nominating: No report.

Recreation: Ruth provided an update.  Discussion of 8/1 fishing event that would need an exception to fish on the dock.  There are two, 2-hour sessions scheduled for that Friday morning.  Suggestion for “reporters” for the Chatterbox.  We need to reinforce that parents are responsible for their children at LPA events. 

Property: Looking into new backboards for the basketball hoops.

Community House: New roof completed!

Insurance: Nancy handed out a sample incident report that the Board can use to record any incidences.  These will be kept with the insurance files.  Discussion of notifying board members and using forms to record incident, take pictures, witness statements and to address actions needed to avoid a reoccurrence.

Fire: No report.

Garden Club: August 5 North Stonington Garden club with be looking at various LPA gardens. 

Website: No report.  Discussed deleting old items during the winter.

Coastal Resilience: No report.  There is a committee of about 7 folks.  Rosanne mentioned an article in The Day about Avalonia and planting (favored) vs seawalls.

Unfinished business:

James/Oak Street wall: Shore Design will begin phase one on 7/22.

Hopkins: 33 & 36 have removed encroachments.  Motion made by Steven and seconded by Bill that the Board accepts the removal of encroachments along Hopkins.  Motion passed.  Motion made by Bill and seconded by Sam to authorize Jen to have lawyer acknowledge to the residents that the Board accepts the removal of encroachments along Hopkins.  Motion passed.

New Business:

Hot Spot for the Community House.  Paul agreed to review internet options as it would help with movie night allowing streaming and other groups since the cell service is so limited.

Bill motioned to adjourn, Steven seconded.  Motion passed 6:38pm.
